Soap Labeling Checklist

US requirements — check your country’s rules if you sell internationally.

Which rules apply to you?

  • True soap (alkali salt of fatty acids, sold only as “soap”): regulated as soap — fewer labeling rules, but net weight and business info still required.
  • Soap with cosmetic claims (“moisturizing,” “exfoliating,” “deodorizing”): regulated as a cosmetic — full cosmetic labeling below applies.
  • Soap with drug claims (“treats eczema,” “antibacterial”): regulated as a drug — far stricter rules; talk to a regulatory consultant.

Every label needs

  • Product identity — what it is.e.g. “Lavender Oatmeal Soap”
  • Net weight — in both US and metric, on the front (principal display panel).e.g. “Net Wt. 4.5 oz (128 g)”
  • Business name and address — maker or distributor, plus city/state/ZIP.“Made by Ember and Oak, Portland, OR 97201”
  • Ingredient list (cosmetics) — descending order by weight, using INCI names.Tip: use our INCI Name Lookup to get them right.
  • Warning/caution — if needed for safe use (e.g. “Avoid contact with eyes”).
  • Country-specific extras — EU/UK/Canada each have their own requirements; check before exporting.

Don’t

  • Don’t make drug claims (“cures,” “treats,” “heals”) unless you’re ready for drug regulation.
  • Don’t hide the net weight in tiny type — it belongs on the front panel.
  • Don’t list “fragrance” details you’re not sure of — “Fragrance (Parfum)” is the correct INCI term.
Not legal advice. Labeling rules change and vary by product type and market. When in doubt, check the FDA’s cosmetic labeling guide or consult a professional before selling.
